CHAPTER ONE

INTRODUCTION

  1. BACKGROUND  OF  STUDY  

 

         Television  broadcasting  was  first  started  in  Nigeria  (and  indeed  Africa)  in  October  31st,  1959 in  Ibadan  by  the  then  government  of  the  western  region  of  Nigeria.

     This  station  now  called  Nigeria  television  Authority,  Ibadan  (NTA  Ibadan)  was  manage  as  an  arm  of the  former  western  Nigeria  government  broadcasting  corporation.

    A  year  after the  establishment  of  the  Ibadan  station,  the  former  government  of  eastern  Nigeria,  in  October 1960,  set  up  the  second  television  services  in  Nigeria,  then  known  as  ENTV-  Eastern  Nigeria  Television. This  later  become  NTA  Enugu   shortly  after.  In  1967,  the  northern  region  government (BCNN)  located  in  kaduna,  the  station  was  known  as  Radio  television  (RTV) and  was  also  owned  and  manage  television  (RTV),  and  was  also  owned  and manage  jointly  by  regional  government  in  1962, established  its own  station, the  Nigeria  Television service  (NTS) under  a  managernment  agreement  with  an  American  Network.

    The  advent of   television  brought in  its  wake  a  new  dimension  to Broadcasting  in  Africa  within  the  first decade  of  its  arrival,  twenty-two  Africa  countries  established  their  own  television  services.

       The  creation  of  states  in  Nigeria  meant  that  the  state  administration  could  set-up  television  network  in their  states  with  government  of  the  old  taking  the  lead.

       Mid- western  state  in  1973, joined  the  others  by  establishing  the  Mid - Western  television  (MTV) now  NTA Benin. – Plateau  television  (BPTV)  Followed  in  1974  and  started  transmitting  in  colour.  It therefore  becomes  the  first  station  in the  country  to  transmit  in  colour.

                   In  1975, the  federal  military  Government  announced  its  intention  to  takeover  television  station  in  Nigeria.  It  then  set  up  a  machinery  within  the  federal  ministry  of  information  to  give  effect  to its  plan.  At  this  time,  ten  stations  Ibadan, Enugu,  Kaduna,  Lagos,  Benin,  Jos, 

Port.  Harcourt,  kano,  Sokoto,  and  Owerri  (Aba) in  that  order  had   been  set  up.

   The  Nigeria  Television  Authority  was  finally  inaugurated  in  may  1977  although  decree  24  of  1977  which  established  it  was  promulgated  in  march  1997  but  took  effect  in  retrospect  from  April, 1976.  By  the  decree  the  Nigeria   Television  Authority  becomes  the  only  body  empowered  to  undertake  television  broadcasting  in  the  country  indeed  the  federal  government  has  began   to  fund  all the  station  from  on  the  first  April,  1976,  when  network  relay  of  new  was  also  commenced  in  Nigeria  Television  Via  Domestic  satellite  (DOMSAT)

     By  December 1976,  there  were   scheduled  broadcasting  from  every   capital  in the  country.  Besides,  due  to  the  privatization  of  broadcasting  stations  and  the  creation  of  new  states,  many  new  television  services  had  come  to  stay  in  Nigeria.

   The programming of television educational programmes came shortly after  the  establishment  of   the  television  industry.  A  cardinal  point  in  NTS’s  programming  is its public  service  nature/  the  establishing  law  stipulated  that  NTA   be  in  dependent  and  impartial,  its  programming  and  coverage  policies  should  therefore,  be  audience  oriented,  but  guide  by  the  nations  social  political, ploral,  cultural,  scientific,  educational  and  economic  goals.

     The programme  objectives  are  dual,  firstly,  it  facilitated  the  monitoring  of  programmes  on  the basis  of  a  recognized  frame  of  referencing  and   secondly  it  services  to  focus,  the  producers  mind  on  the  purpose  of  the  programme  he  is  making.

      The  following  decision  or  classification  of  programmes  should  meant  to  serve  as  guide post  to  success and  effective  programming.

  1. Children’s  programmes
  2.  Youth  programmes
  3.  Family  matters  programmes
  4.  News  and  current Affairs  programmes
  5.  Sport  programmes
  6. Drama  programmes
  7. Light  entertainment  programmes
  8. The  Arts  programmes
  9.  Public  educational  programmes
  10.  Formal  and  ethics  programmes
  11. Philosophy  and  ethics  programmes
  12. Public  Affairs  programmes
  13. Government   programmes

              According to Mrs.  Mary  Okonkwo  programme,  manager of  NTA  channel  8  Enugu  presentation   unit,  at  the  time  of  this  research  NTA  broadcast   the  following  educational  programmes  for  children  as  follows;  on  Tuesdays,  Dikeoha   Matice   by  6-30pm,  Wednesday:  do  it  your  self  by  4.30pm  Thursdays;  junior  opinion  for  children  by  5-30pm,  school  debate  by  5pm,  sign   language,  for  deaf  students  and  anyone  who  wants  to  learn  by  6pm  Fridays,  children  half  hour  by  4.30pm  and  sesame  street  by  5pm, programme.

    According  to  her,  sesame  street  programme  in  presenting  not  on  air.  Because,  they  feel  there  is  need  for  a  change  in  programme.  It  was  replace  with  other  programmes  such  as  cartoons  and  children  foreign  movies

      Further,  she  explains  that  children  learn  from  drama  or  play  that  come  from  time  to  time  on  air. 

    Dikeoha  Matics  is  a  style,  adopted  by  Dike  Mathematics   teacher  know  all  over  Enugu,  who  teaches  mathematics  through  fun  and  plays  but   make  sure  that  at  the  end  of  the  day,  the  student  or  public  understand  mathematics  very well. 

An  out right  teacher  where  student  or  public  sit  and  learn  mathematics,  even  ask  questions.  It  was  scheduled  to  teach  children  a lot,  especially  in  mathematics.

    Sesame  street  is  an  educational  series  which  also  feed  children  a lot  on  their  educational  career.

     According  to  her,  NTA  Enugu  formal  educational  objectives  are  as  follows:

  1. To  broaden  and  deepen  knowledge
  2. To complement and  supplement  classroom  education.
  3.  To  bring  a  light  through  in  knowledge  especially  through  the  junior  opinion  for  children.
  4. To  encourage  and  teach vocational  skills
  5. To encourage intellectual development.
  6. To provide tutorials or curricular subjects.
